There exists two V1 interpretations in my head:
One exists as exactly what you would expect when you hear the words "war machine", they are simply following their directive of kill and acquire fuel from where they are plopped down at. Anything that happens because of them isn't concious, it's simply a result of how their massacre effects their surroundings. No knowledge of anything outside of combat. Made in the image of their creator; hairless ape body, government surveillance head, wings of their deities. 2nd horseman of the apocalypse.
The other is a much more human one. One that has curiosity about their surroundings to an extent. They will look through books and diaries they find. They will listen to what their opponent has to say before fighting them (or well in the case of V2 they will wait for them to finish emoting). They explore hell throughly even if it doesn't result in them getting fuel immediately. Contrary to their programing they acquired some human traits just by being built by them. Little person with much to learn about the world.
I think the game so far has more points towards the second interpretation but i have one worry. So far we only really know of V1 having one single motivation, blood. But yet they spared Gabriel twice. This too could be some sort of human mercy shining through, but I'm worried it only happens as a plot convenience so Gabriel can do his monologues.
I HOPE that this is satire
