Here’s a vid about the 9999 baby Chao in the Chao Races, including all the races with it!

You must have acquired all the jewel badges from the race before secret challengers like the silver and gold chao appear! 

In the Dreamcast version you must have all stats around 900 - 998 for silver chao to appear and all stats 999 for gold.
