Danny, on the run from the GIW decides to take shelter in Gotham because if the GIW have any sense they'd never set foot in there.
Even if Batman and the JL agree with thier opinion on ecto entities (as evidenced by their lack of speaking out against the anti-ecto acts) Batman was notoriously territorial and would have issue with a wildly incompetent government organization throwing missiles around his city all willy-nilly.
With that being said it was probably best for Danny to wear a disguise. Sure, they didn't know Fenton and Phantom were the same person yet but Danny Fenton suddenly turning up in Gotham after going missing in Amity is certainly going to raise some eyebrows regardless of the necklace he had that jammed his ecto-signature and made him untrackable.
Danny started off by going blond. Its something he's always wanted to do and now with ghostly shape-shifting powers he doesn't even have to worry about frying his hair or dying his eyebrows to match. After that all he needed to do was part his hair down the middle, add a lip ring or two and maybe a bit of make up.
Danny stared at himself in the mirror. He looked like a completely different person.
A completely different and very attractive person. He looked good. The newly blond man threw on a green jacket and went out to explore the town. He did not expect to literally bump into the Tim Drake. The Wayne adoptee just stood there mouth opening and closing comically. Did he offend him? Crap. He had promised Jazz he would stay off of the radar of the Waynes and the bats specifically and here he was angering one of them.
Danny decided to book it before it became a scene, ignoring the lovestruck Tim's crys for him to wait.
Back at his apartment Danny quickly changed his look to red hair tied back into a two inch low ponytail, green eyes and freckles that unbeknownst to anyone else was made up from the lesser known constellations.
The coffee at this Cafe smelled amazing! Too bad Danny wouldn't get to try it because the next this he knew freaking Red Hood was behind him asking to talk. Our favorite ghost boy wouldn't be embarrassed to admit he let out a small squeek before bolting out the door yelling, "I'm not even a criminal!"
It took Jason a few seconds to process that the guy he had tried to flirt with ran away in terror. Crap.
Day three and four were blissfully Wayne and bat free, though he did find out that Tim Drake and Red Hood were looking for his two false identities. Joy.
Day five he met the stabby Robin who very valiantly beat up two people who had been following him. Danny didn't even notice he was being followed and thanked the bird for saving him. Danny, who was shape-shifted into a very pretty girl at the moment, offered to buy him something to eat as a thank you. "Danielle" insisted and Robin allowed it. Danielle never noticed the slight pink on Damians cheeks as they went over to one of Damians favorite restaurants.
Day seven he had went out as blondie and got confronted by some girl named Barbara. She was nice and managed to convince him to come to a Cafe with her. He told her his name was David and he ran away from his parents with the help of one of his friends family members and that he was Jewish, which was true...except for the David part. He learned that if you wanna keep your story straight keeping to almost truths was your best bet. She in turn told him about Tim and how he's a friend of hers-uh oh- and that he's been looking all over for him.
Danny-David- tells her he's sorry but he didn't mean to offend Tim and doesn't want any trouble before laying down enough money to cover his half of the bill and the tip and booking it out of there
This repeats with most of the family trying to flirt with him or adopt him into the family when he's out as Danny.
Bruce Wayne approached Danny when he was waiting to board an elevator, "Hel-" was all the billionaire could get out before Danny cut him off "Hell no." And then he just got in the elevator and pressed the close doors button and was gone again.

Tim stared at his family with pure exhaustion before letting out a sigh while covering his face with his hands because of the worried looks they were sending him after his long rant.
It had all started with a stupid school project. It was just supposed to be a stupidly simple school project. Did he think of the whole thing as the greatest nonsense project his school has ever come up with? Yes. Did he still do it? Yes. He needed the extra credits, because of some stupid meetings he had missed other projects which was the entire reason he took part in this one.
Maybe he should have tried buying his grade out of it like all the other snobbish rich kids but then he would feel guilty and the moment Alfred found out, he would have to life with the disappointed™ look. Something he really didn't want to deal with. So instead he took part in this stupid ancestry project his school had organized.
But when he had allowed the school to send in his DNA he certainly did not expect the result he got back. Because when he opened the email, he noted that it was addressed to someone named Danny Fenton not Tim Drake, he didn't even read the rest really. That should have been his first warning.
His second warning was when he had hacked into the that DNA testing facility to actually get his results back and then found a note on his data file about a near 100% DNA match to one Danny Fenton which caused them to assumed that Tim was Danny and just had sent in his DNA a second time after, he peaked through his finger onto the screen, 5 years. That should have been his second warning.
But no, Tim had actively ignored all the warnings and decided to dig into who this Danny Fenton was. Because there were so many possibilities of how they could match but only so little to explain the time difference between them sending in the DNA samples. For dear good Tim hoped to all things that there wasn't someone else to have attempted to clone him before Ra, no worse even, he hoped HE wasn't the clone in this situation.
Really he didn't want to add existential crisis to all the problems and cases he already had to deal with.
So what does one do best when they learn there was someone with nearly the same DNA you have? He looked that someone up. So that was what Tim did next. He had spent nights looking up anything he could find, summarizing all the information he found, branching off when he found other concerning stuff and then stewed in some frustration of the incompetence of some people when discovering other facts.
In the end Tim compiled all the data he had found into a 30 slides long power point. That he had presented to his family and was awaiting their reaction. Bruce had grunted earlier and the demon brat had huffed out something in between slight 25 and 26 earlier. Jason had muttered something right at the beginning and Dick had stayed quiet the entire time, so did Cass. Steph hadn't said a thing either and Duke looked just puzzled.
"Do you even know what that means?" Demon brat finally broke the silence, causing Tim's eye to twitch before aggressively pointing to his last slide still on the presenter.
"Yes, I do know what this means. I have listed all possibilities right here if you haven't noticed. And i explained possibility three, four and six on slide-"
"Replacement. I don't think that's what the brat means." Jason cut in and Tim glared at him.
"Timmy, when was the last time you slept?" Dick carefully asked and Tim directed his glare at him.
"I believe Master Timothy hasn't slept for about 72 hours now." Alfred added in with that disapproving stare of him and time looked away stubbornly. How was the amount of sleep he got relevant right now? There was a possibility of him being a clone or someone having cloned maybe even years before he started to follow B around as a kid with a camera.
Bruce let out a sigh and Steph appeared to try to hide a chuckle leaning on Cass shoulder. "He must be lacking sleep if he doesn't see the most obvious possibility considering the time line he presented on slide 18."
"Oh so, I am not the only one thinking he is missing another obvious possibility?" Duke asked and once more Tims eye twitched. Getting fed up with his family, Tim huffed and crossed his arms, glaring at them all.
"And what is it that I am obviously missing?"
"The screenshot of the mail you put in slide 3 stated that it's not a 100% match but 89%. In addition it stated in the last line a suspected possibility of a familiar relation. I am disappointed, Drake. That you would miss something this obvious."
"What?" Tim whirled around going to the slide to reread the mail.
"Considering that I am pretty sure, we don't have any sort of cloning case here Tim." Dick started his voice now slightly laced with Humor and Tim narrowed his eyes at his older brother over his shoulder. "You just discovered that you had a twin, that we probably still go to rescue."
Tim's mouth opened and closed like a fish out of water. He did not know what to say and before he could even catch up with what his brothers had said Alfred was already behind him pushing him towards the elevator.
"It is time for you to get some sleep Master Timothy. I am sure Master Bruce and the others will be perfectly able to handle the rest of the situation with the information you compiled. You can join them after you have rested."

I just had the brain spark idea for ANGST with Peter in Gotham with Jason as Uncle Ben. What if it is when he is still mad with anger from the Lazaraus Puts, and Peter's first meeting with him is when he is in the middle of one of his homicidal rages?
Like, Jason is back with the Batfam, and he is on the good guy side, but it's before he has reached a balance on his anger, and he still struggles to control the pit madness. And the first time Peter sees him and recognizes his face, Jason is momentarily going crazy?

Imagine Peter, whose uncle has only been dead for 2-3 years at this point, seeing a man who has his uncles face repeatedly punching an unconscious man? The city's vigilantes are trying to pry him off, distract him from turning that poor guys face into a mushy pool of broken bones and blood.
Some are trying to comfort him, for some reason, while others say... less than polite things. The blue one electrocutes him, his not-uncle, successfully, which only serves to move his focus from the bloodied body to the vigilante. Which, well, was the point, but it feels wrong seeing his not-uncle be electrocuted repeatedly and beaten with a bo staff.
Batman even shows up to restrain him, his uncle had always been larger than life, in the metaphorical and physical sense. Peter's uncle was a gentle man, and the only time he ever used his size was when he was out on duty, to save people's lives.
His eyes glowed a neon green, and his weirdly youthful face was framed by premature white hair. His nose was busted and bleeding, staining his teeth. It made Peter nauseous. The last time his uncle had been covered in blood, he...
"Stop it! What are you doing to him?!" Peter screamed, finally finding the strength to leave his hiding spot behind a dumpster.
He stared. What else could he do?
He hadn't been in this universe long, hadn't found any signs of the Parkers ever even existing here. How could he be so stupid? Of course they could've existed with different names— his dad and uncle had been adopted. They probably have completely different families and last names because Peter... doesn't exist here. They're alive because Peter doesn't exist here.
The blue one, Nightwing, stepped forward. "Hey, this is no place for a kid, alright? We've got this handled." He took the tone Peter often took with scared civilians as Spider-man.
"No, you're— you're hurting him! Stop it!" Peter moved to get closer to his uncle, but was held back gently by Nightwing.
"Get the kid out of here, now!" Batman snapped, struggling to hold down his uncle.

This post except that Danny and Jason don't stop fake dating. It is very convenient for the both of them actually.
Danny gets to respond to his parents whenever they ask about his boyfriend or whenever they make surprise visits to Gotham for one reason or another.
Jason gets to play the 'sorry I'm taken' card as both Red Hood and Jason Todd. He also gets to use the couple's discount whenever it's available, and if he gets gifts from his girls in Crime Alley for his mysterious boyfriend, its not like Danny would complain.
Again, they hold no romantic interest in the other at all, entirely platonic those two are.
The batfam doesn't know that, though. Nor does anyone else but put an emphasis on them, after the whole 'Jason Todd is Red Hood' reveal goes down the batfam is interested in Jason's supposed boyfriend.
Danny just cannot believe his parents were right about Jason being a crime lord and Jason? Yea he's definity going to have to buy more ice cream to make up for it.
On the other hand, Jason just can't believe Danny took it that well. Considering he got the bomb dropped on him by Nightwing after he (and others) broke into their apartment. On second thought, he's met the guy's parents and they immediately saw through his secret identity so...
A little snippet based off this post
Tim and Stephanie would both like to preface they know what they're doing is a bad idea. They do not need Duke, who is also listening in, to repeatedly tell them how terrible of an idea this is. He still does anyway, just to make sure he can rub it in when this all backfires later, but really, Tim and Stephanie already know.
They have both just decided to ignore that silly little fact in the name of information gathering.
So here sits Steph and Duke, huddled up in Duke's bedroom in front of Tim's laptop. Tim, meanwhile, is disguised as some random blonde haired, brown eyed kid. His fake backstory is vaguely based off one socialite or another, because even though he can change his tone or his accent, he just can't seem to hide the wealthy sounding lit in his voice.
In the back of his head, Jason and Stephanie's voices overlap. Once a rich boy always a rich boy, they say. Tim shivers.
"The Baby Bird has landed in The Nest." Duke sighs over Tim's com. "I still don't understand why the codenames are necessary."
"You know why they're necessary."
"Ow!"
Tim may not be in the same room as them, but it's not hard to figure out that Stephanie gave Duke a good punch on the arm. If Tim was there himself, he would've done it too. Duke knows that saying Peter's name within a miles range of the manor will cause the entire family to appear.
Duke himself wasn't even originally part of the plan! The only reason he's here is because Steph said Peter's name while they were talking, and then Duke just happened to wander one of the empty rooms in the manor! Seriously, what business did he even have in there?!
"Landing in the nest." Tim whispers. "Muting now."
"Roger that."
He mutes their side of the com, so they can hear everything he hears, but he can't hear them. It can be overridden by the two still at the manor if the need be, but Tim has faith that he at least won't fuck up that bad. Not bad enough for any help Steph can offer to be useful, at least.
He steps inside the coffee shop Peter frequents, oddly enough, it's actually called The Nest, and Tim's favorite cafe. It's the only place he can get their liquid death special, and he's pretty sure the only reason they keep it around is because he always tips at least $200 when he comes.
It makes sense that Peter would also frequent the place since he's his future nephew. Though, it's probably because Tim passed down his coffee habits. A fact that he will elect to keep from Dick so the man doesn't kill him before Peter's born.
Speaking of Peter, he just sat down in the far corner booth. The one that still has ink stained in the old wood, from that time he got a little too frustrated working on a case here. The one that has Dick's lightly carved initials in the side of the table, because when he wants to spend one on one time with Tim he likes to bring him here, knowing he can't say no to their coffee.
It makes him warm, knowing they probably continued the tradition with Peter when he was old enough.
Currently, Peter is tinkering with a futuristic looking watch. His coffee sits a good distance away, an obviously learned behavior, because Tim does the same thing after many many many drinks lost to an unrefined sweep of his arm. He's pulling other pieces out of a good sized black backpack next to him, quickly covering the whole booth in random looking machinery, completely engrossed in his project.
So Tim does what any other self respecting uncle whose nephew doesn't know he's his uncle, would do. He buys his favorite coffee, adjusts the blonde wig by running a seemingly innocuous hand through it, tips the barista, and sits across from his nephew with a smile.
He calls it a win when Peter wearily returns it.
"Sorry if I'm intruding." Tim starts, throwing a little rasp in his voice for the sake of his cover. "I was just curious about what you're... Working on... Looks complicated."
"Oh, it's a uh-- personal project. For my mentor. I'm under strict NDAs."
Tim nods. He wonders if Peter's telling the truth, and if he is, he's sure the NDAs are from WE, it's just a question on who he's referring to as a mentor.
"Ah, that's too bad. Do you mind if I just sit and watch? For curiosity's sake, I mean."
Even to his own ears that sounded suspicious, but he's never been good at improv. That's more Jason and Dick's thing.
Peter, at the very least, doesn't seem to care. He just shrugs and sips his coffee.
In that case, whatever he's working on probably can't be replicated at this point in time. There's probably some big discovery that hasn't been made yet, which makes Tim wonder who made the discovery. He'd bet $50 on himself or Bruce.
Conversation doesn't continue after that, so Tim just sits and observes.
Peter is clearly skilled. He moves with an assured elegance only to be competed with by himself and Jason, since both of them are the most skilled engineers of the family, though in two different fields. It's especially impressive with the eyebags that pull heavily on Peter's face, which he's sure he got from Bruce and not him no siree. Peter did not learn to overwork himself to death from him, that would be unacceptable.
The exhaustion leaks into his whole body. Low shoulders, slow movements, heavy slouching, small periods of zoning out and coming back to himself. He looks a little bit like shit, if Tim were to be fully honest.
At least it will be easier to get information out of him this way. The quicker they get information, the quicker they can send him home, the quicker his family can bundle him up and let him sleep for a week.
"So," Tim cannot help but break the silence. He's an anxious talker. "Your mentor? Is he cool?"
Peter pauses, his eyes slowly dragging up to meet Tim's brown contacts. "He's the best. I spend basically all my time with him nowadays."
"Oh?"
"Yeah. He's kinda hard on me, but it's just cuz he cares, y'know? He thinks he's this like- manipulative genius that has somehow fooled me into liking him, but honestly, he's giving himself too much credit. He just doesn't want to accept the fact that he's a good person, or that he's gone soft."
Peter rambles and Tim listens, nodding along as he talks. He's sure Duke and Stephanie are tuned in as well. Between the three of them there's no way they don't at least get some information on how to help him.
"I'm sure your parents are thrilled about that." Tim puts implication in his tone. He's not sure what he's apparently implying, but insinuation tends to make people defensive, and getting defensive makes people talk.
Peter does not get defensive.
"I wouldn't know." He shrugs. "They're not here for me to ask."
"Oh, where are they?" Tim asks, like an idiot.
"Dead."
Tim's whole world may have just crumbled before his eyes. He feels like somebody just crushed his lungs with their barehands, and then stuck them back in, sideways.
The first thought that comes to him is he cannot tell Dick. Under no circumstances can Dick find out. Hell, Tim kinda wishes he hadn't found out.
"I'm sorry for your loss." His throat is dry, the coffee isn't helping.
"Nah, it's alright. They died when I was little, so I don't have a lot of memories of them anyway."
"I-It's still unfortunate." Tim coughs. "So who raised you then? If you don't mind me asking."
A smile overtakes Peter's face. It's warm, loving, and wistful. It makes Peter look five years younger, and that makes Tim's heart clench.
"My uncle and aunt did."
"You look very fond of them."
Peter looks more awake than has this whole time, just the slightest bit bashful. "I am. They're the best."
Tim is having a hard time grasping how utterly crushed he feels, he can only hope it doesn't show on his face as he talks. Maybe he can play it off as being overly sympathetic.
"So it was just you guys then? No other family?"
"Nope." Peter shakes his head. "My uncle didn't really get along with any of them, and after he took me in, my aunt went no contact like he did."
So it was probably Jason who took him in then, which is somehow exactly something he would do and nothing like him at the same time. Tim has to wonder where Bruce was, or himself. And which aunt? Tim bets on Stephanie, but it could've been Cass.
"It sounds like you've lived an interesting life."
"Yeah. I wouldn't trade it for the world though." The truth in those words aches Tim's chest, he feels so winded... Lost, maybe. He almost forgets to listen when Peter continues reminiscing. "My aunt definitely did her fair share to make it interesting. She's basically the fiery redhead stereotype, but she cares a lot about everyone..."
Whatever Peter says next gets lost as Tim sinks into his own thoughts. The aunt is not Cass or Steph, unless one of them has been repeatedly dying their hair for years. Steph might still be on the table, maybe. More likely is Barbara, or possibly even Kori, maybe Roy is trans and hasn't told anyone yet. He'll have to ask Jason when he gets the chance.
Tim regrets his coffee, he thinks he's gonna be sick.
"Are you okay?"
Clearly, Tim is doing a bad job at hiding it.
"Yeah, sorry I need to get back home now, but thanks for keeping me company."
He could have stayed. Probably should have, even. But Tim doesn't think he can stand another moment with that old ink stain in eyesight.
"Oh yeah, it's no problem. I didn't mean to ramble to you like that."
Peter rubs his hand on the back of his neck, his eyes trailing off in the distance. He's embarrassed, he knows it for sure because Dick makes that exact same expression.
Tim walks out, and the chime of the bell above the coffee shop door sounds more far away than it should.
He can distantly hear Stephanie's voice in his ear say, "Well. Fuck."

I wrote this at 1am and it's barely proofread so don't @ me if there are mistakes. Who would've thought this would be my first piece of writing posted on this blog, huh
1) the watch. It's the universe hopping watch from spiderverse, figured that'd be a good explanation for how he got here and for what he's doing at the coffee shop
2) complete coincidence that it was that coffee shop fyi, he just needed a place to work
3) he chose that booth bc it's the booth that overlooks the entire cafe. It's vigilante 101 about seating choices.
